IITs not repsond to RTIs

IITs are not responding to RTIs  filled by citizens

I have sent a RTI to them asking reasons for dropping kota as examination center, however since last four months i have not received any reply. I filled first appeal and second appeal too.

I am still waiting for IIT or CIC  to respond
